Agency Policies & Terms of Service

Effective Date: September 17, 2025

By booking services with City Lights Beauty + Experiential Agency LLC (“CLBA,” “we,” “our,” or “us”), the client (“you” or “client”) acknowledges and agrees to the following legally binding policies. These terms are designed to protect the company, our contractors, and ensure a smooth, stress-free experience for all parties.

1. Non-Refundable Retainer & Payments

A 50% non-refundable retainer is required to secure all bookings.

Retainer confirms and holds your date and covers administrative costs.

No date is guaranteed until both the signed contract and retainer are received.

All payments made to CLBA are strictly non-refundable and non-transferable, without exception.

The client is solely responsible for timely payment of all invoices.

2. Payment Terms

Weddings: Balance due in full 30 days prior to event date.

All other bookings: Balance due in full 7 days prior to event date unless otherwise specified.

Late payments: 10% fee applied after 1 day past due.

Delinquent accounts: Balances unpaid after 30 days may be sent to collections, with daily late fees and recovery costs added.

3. Cancellation Policy

Written cancellation is required (email only, no verbal cancellations accepted).

60+ days prior: Non-refundable retainer forfeited + 10% cancellation fee.

30–59 days prior: 100% of the contract balance remains due.

Within 30 days: Full invoice balance due, no exceptions.

Partial cancellations (e.g., removing services or reducing party size) are treated the same as cancellations; full contracted amount remains payable.

4. Rescheduling Policy

Must be requested 30+ days prior to the event.

Subject to availability and current pricing at time of reschedule.

Rescheduling fee: 50% of the retainer + $50 administrative fee.

A new contract and payment schedule may be required.

5. Strict No-Refund Policy

All payments are final.

Applies to retainers, partial payments, balances paid in full, and add-on services.

6. Pandemic / Natural Disaster Clause

Bookings may be moved without penalty if rescheduled within 14 days of cancellation notice.

New date must be selected within 14 days and event held within 12 months.

Payments remain non-refundable.

Client assumes full responsibility for communicating changes promptly.

7. Client Health & Safety Responsibility

Clients must disclose all allergies, sensitivities, infections, or transmittable conditions.

CLBA is not liable for reactions, breakouts, or medical conditions resulting from services or products used.

If undisclosed conditions are discovered, services may be refused without refund.

8. Scheduling Conflicts & Emergencies

In rare emergencies or scheduling conflicts, CLBA reserves the right to assign an alternate artist of equal or higher skill.

Substitutions do not entitle the client to a refund.

9. Travel Fees

Standard: Per-mile/kilometer charge, plus tolls/valet/parking as applicable.

Destination events: Client responsible for flights, hotel accommodations, ground transportation, meals, and daily per diem.

Minimum stay: 3 days (domestic U.S.), 4 days (international).

10. Setup & Breakdown Fees

Bookings under $1,000: $100 setup/breakdown fee applies.

Covers lighting, sanitation, and equipment setup.

11. Additional Artist Fees

$100 fee per additional artist required for larger parties, rush requests, or expedited timelines.

12. Touch-Up Services

$150 per hour, billed in full-hour increments.

Time begins once the contracted period ends.

13. Creative Freedom

Artists retain full creative discretion over techniques, tools, and products used.

Airbrush services are not guaranteed; artists use methods best suited for results.

Client acknowledges and accepts professional judgment of CLBA artists.

14. Photo & Video Release

By booking, client grants CLBA permission to use images and videos for marketing, training, and portfolio purposes.

To opt out, client must submit written request at least 7 days prior to event.

15. Service Inclusions

Standard services include:

Full makeup application

Hair styling

Minor adjustments during the contracted period

Additional services (extra charge):

Clip-in extensions: $50

Blowout for wet hair: $95

16. Gratuity

A minimum 18% gratuity is automatically applied to all invoices.

Distributed among all team members, including administrative staff.

Additional gratuities may be given directly to individual artists.

17. Liability Waiver

CLBA is not responsible for:

Allergic reactions

Infections or injuries

Damage to attire, accessories, or personal property

Client assumes full responsibility for all risks and agrees to hold CLBA and its contractors harmless from any claims.

18. Early Morning Fees

$100 fee applies for services beginning before 8:00 AM.

19. Change Fees

Change of Time: $50 per adjustment after contract is signed.

Change of Date: Equal to full retainer amount; subject to availability and new contract.

20. Client Responsibility

Client must ensure:

All participants are ready at scheduled time.

Adequate space, lighting, and seating are provided.

Artists are supplied with bottled water and allowed sanitation/rest breaks every 1–2 hours or between clients.

CLBA is not liable for delays caused by unprepared parties or unsuitable working conditions.

21. Governing Law

These policies are governed by the laws of the State of Florida.

Any disputes shall be resolved through binding arbitration in Hillsborough County, FL, with the client responsible for all legal fees incurred by CLBA.

22. Binding Agreement

By signing a contract or making payment, the client acknowledges and accepts all terms in this policy. This agreement is legally binding and enforceable.
