These Agency Policies supplement and are incorporated into all signed service agreements. In the event of any conflict, the signed Service Agreement controls.

By booking services, submitting payment, or signing any agreement with City Lights Beauty Agency LLC (“CLBA,” “Agency,” “we,” or “us”), the Client (“you”) agrees to the following binding terms.

1. Booking Confirmation & Retainer To reserve services, the Client must sign the Service Agreement and submit a non-refundable, non-transferable retainer of 50% of the total service fee (unless otherwise specified in writing). No services are confirmed until both are received. The retainer secures the date and removes it from availability.

2. Payment Terms

The remaining balance is due no later than 30 days prior to the event date.

All payments are strictly non-refundable and non-transferable.

Late payments incur a 10% late fee.

Unpaid balances more than 30 days past due may be sent to collections. Client is responsible for all collection costs, attorney fees, and recovery expenses.

3. Cancellation Policy

Cancellation must be made in writing.

The retainer is non-refundable under all circumstances.

If cancellation occurs less than 30 days before the event, the full contract amount remains due and payable.

Any reduction in services (fewer artists, shorter time, etc.) is treated as a partial cancellation and does not reduce the total amount owed.

4. Rescheduling Rescheduling is permitted only with written approval and is subject to artist availability and current pricing. The original retainer is non-refundable and a new retainer may be required. Rescheduled dates are not guaranteed until confirmed in writing.

5. Force Majeure In the event of government shutdown, natural disaster, public health emergency, venue closure, or other events beyond our reasonable control, the retainer may be applied to one future date within 12 months (subject to availability and current rates). All payments remain non-refundable.

6. Professional Reputation & Non-Disparagement Client agrees not to publish, post, or communicate any false, misleading, defamatory, or malicious statements about CLBA, its owner, artists, or contractors. Violations may result in legal action for damages.

7. Creative Discretion Artists retain full professional discretion over techniques, products, and methods. Specific requests must be approved in advance and are not guaranteed.

8. Photo & Video Release Client grants CLBA irrevocable permission to photograph and record services and use the media for marketing, portfolio, social media, and promotional purposes unless written objection is provided at least 7 days prior to the event.

9. Health & Liability Release Client is responsible for disclosing all allergies, skin conditions, or medical issues. CLBA and its artists are not liable for allergic reactions, skin irritation, damage to clothing, or personal property except in cases of proven gross negligence or willful misconduct. Client releases CLBA from all such claims.

10. Travel & Expenses For events outside the local area, Client is responsible for all travel costs including airfare, mileage, lodging, meals, parking, and incidentals.

11. Service & Hospitality Fee An 18% service/hospitality fee is added to all bookings to support artist coordination and operations. Additional gratuity is appreciated but optional.

12. Substitution Rights In rare cases of illness or emergency, CLBA reserves the right to substitute an artist of equal or greater qualification. This does not entitle Client to any refund or reduction.

13. Governing Law & Dispute Resolution This agreement is governed by Florida law. Any dispute shall be resolved exclusively through binding arbitration in Pinellas County, Florida. The prevailing party shall be entitled to recover reasonable attorney fees and costs.

14. Entire Agreement These policies, together with the signed Service Agreement, constitute the entire understanding between the parties. No verbal agreements or modifications are valid. Changes must be in writing and signed by both parties.

By signing or submitting payment, Client acknowledges they have read, understood, and agree to be legally bound by these terms.
